Error creating conversation with specific user

I am unable to create a chat with one specific user. I have attempted this on Mac, Linux and iOS and get the same error. This user gets the same error when trying to create a chat with me. This user and I follow each other. Attempts to create group chats containing both of us have been successful in the past, but as of today new attempts are failing.
