Windows 10 will not notify when new message arrives.

I have a friend that communicates with me via keybase from a windows 10 machine. We have gone through the procedure of setting up notifications in the chat section of settings and nothing shows up and no sound is created with a message arrives. I see this is an open issue elsewhere. Is there a suggestion on how to correct this problem. Keybase is not useful without notifications.
