uploads stopped working

Keybase GUI Version: 5.8.0-20210920151148+ac2177aec7
I queue 11 files (1.6mb) for uploading, but the upload is stuck. I'm using Windows 10.
Running "keybase fs uploads" will display
1.60 MB left to upload
Estimated time remaining: 11s
without any progress even after 10 minutes.
I tried rebooting, or closing keybase and deleting the two sub folders in AppData\Local\Keybase\kbfs_journal\v1
This will remove the files from the upload queue. But
once I retry uploading the files, the problem is there again.
I didn't have this problem in the past.
