Description
Unfortunately MacBook repair required a full logic board replacement and I no longer have access to the Keybase on it.
I am trying to restore my access to Keybase on the "new" machine but it says I either need to have access to the other machine or reset my account.
There are hints that I could use my paper key (which I do have), however the GUI does not give any option here.
The CLI has a flag on login which seems to do nothing.
I did fine 2 other issues around this, on one someone was using an email address (I'm not) to try and login and the other they seemed to make it work by setting the `KEYBASE_PAPERKEY` env var along with `--paperkey`.
I tried this, I tried specifying the key as a a value to the `--paperkey` flag, I tried doing both...
In any case the CLI just says I need to use one of my other devices to provision.

Research direction
Start with the CLI login entry point and the GUI recovery flow, reproducing the failure with --paperkey and KEYBASE_PAPERKEY. Trace why the paper key is not accepted when the previous device is unavailable; done means paper-key recovery works without another device and the available recovery path is clear.
