Having difficulties upgrading and uninstalling Keybase under Windows 10

Description
I haven't upgraded Keybase in awhile. Trying to update, get errors. Checked permissions in the directory, they're fine. Tried deleting directory and starting over, cab2.cab errors. Not sure what's up.
