Description

Keybase GUI Version: 5.6.0-20210122182953+f50a180af7

I'm trying to upgrade keybase, but it always errors out with:
> Could not set file security for file "c:\users\ellisonch\AppData\Roaming\Microsoft\Installer\". Error: 5. Verify that you have sufficient privileges to modify the security permissions for this file."

Research direction

Start by reproducing the upgrade from Keybase GUI version 5.6.0 on Windows and inspect the failure involving the Microsoft Installer directory and file security permissions. Done means the upgrade no longer reports error 5 when handling that directory, with the behavior verified on the affected Windows setup.
