Can't decrypt saltpack message "This message was encrypted for someone else or for key you don't have"

If I encrypt some message using UI I am unable to decrypt it. It doesn't matter if I fill 'To:' field with self or not. I am also unable to decrypt saltpack message from someone else (where I am in 'To:' field). Signing and Verification alone is working.

Start by reproducing saltpack encryption and decryption through the UI, both with the To: field set to self and without it. Compare this flow with the working signing and verification path; done means messages encrypted for self or another listed recipient can be decrypted successfully.
