Keybase lost drive and can't reinstall W10

Hi,

I used keybase for W10 for a while and just noticed the local drive didn't connect anymore so I tried to reinstall.
First went to remove programs and removed it.
Downloaded latest version from website and it shows a small popup window and the nothing happens
