1504 Error code with paper keys

I am attempting to sign in with my paper keys. In both android and windows, I get the error code:

1504: STREAM_EOF in method keybase.1.login.login

I try again in windows and I get this:

Error code 218: GENERIC in method keybase.1.login.login

Close keybase and try again and I get the same:
Error code 1504: STREAM_EOF in method keybase.1.login.login

Start by reproducing paper-key sign-in on Android or Windows and trace the login path producing STREAM_EOF, msgpack decode, and error 218 messages. Done means paper-key login completes successfully without these errors; the issue does not name a file or test to begin with.
