Can't send Stellar Lumens (XLM)

There are fields for address, amount, keybase private memo, and public memo, but no button to hit sell has been showing up in the last several tries.

On a couple of previous tries, a new window with the sell button would appear after tabbing through the completed fields. Though it still wouldn't work. One time it said it needed the memo field filled, so I did. Other times it mentioned API and timeout errors.

Start by reproducing the XLM send flow in Keybase GUI version 5.5.0, filling the address, amount, private memo, and public memo fields. Check why the sell button is missing or nonfunctional and whether the reported API and timeout errors recur; done means the button appears reliably and the transaction can be submitted.
