Description

Keybase shows the time next to recent messages in the 24 hour clock (ex 16:42 instead of 4:42pm) on Unbuntu 19.10, disregarding my OS preferences.

I see "4:42pm" on the iOS and macOS clients.

Similar issue with spellchecking in UK English, contradicting my OS preferecences: https://github.com/keybase/keybase-issues/issues/3863

In both cases, there's no way to fix these issues in Keybase settings.

Research direction

Reproduce the recent-message timestamp behavior on Ubuntu 19.10 with the OS preference set to a 12-hour clock, and compare it with the iOS and macOS behavior described in the issue. The related spellchecking issue is #3863. Done means Keybase follows the Ubuntu clock preference without requiring a separate Keybase setting.
