Description
Spammers appear to have cottoned on to the idea they can send some trivial (presumably minimum? 0.01) amount of XLM to an account and include their spammy message in the description. Frankly, it's not worth anyone's time to deal with that crap for the 0.000368 USD they've spent on getting your attention.
Keybase should have a preference to not notify, or even better hide away in some separate part of the UI, any deposits under some value. e.g. "hide all transactions less than x XLM".
