Description
When I share a file from another Android app and select Keybase as the target, I can see existing folders in the usual private/public/team hierarchy. When I navigate into `private`, for instance, I see a button at the bottom of the screen titled **Create New Folder**. However, this button does absolutely nothing.
I was hoping to create a new folder to share the file in question with a contact where a shared folder doesn't exist yet.
Is this behavior on purpose somehow? I imagine the button wouldn't be shown if it is not expected to do anything at all?

Research direction
Reproduce the Android share flow in Keybase, navigate through the private/public/team hierarchy, and inspect the Create New Folder action. Confirm the intended behavior with maintainers before changing it. Done means the action has a defined, working outcome or is no longer presented when folder creation is unsupported.
