Description
I watched a friend of mine download the Windows client today, start making an account, and then could not press the skip button on the add-a-phone-number-so-people-can-find-you page. It looked clickable. But clicking it did nothing. Double clicking it maximized the window though. Not sure if it might have just been his windows installation or not. I didn't want to make a dummy account to find out and I'm on Linux anyway. If need be I can hunt down more information about his computer.

Research direction
Start by reproducing the account-creation flow in the Windows client, specifically the add-a-phone-number page and its Skip button. Confirm whether clicking Skip advances the flow and whether double-clicking affects the window; a fix is done when the button reliably skips that step without maximizing the window.
