Description

`Error: ERROR CODE 218 - internal error in method stellar.1.local.getWalletAccountsLocal`

I transferred funds to a friend using the linux gui client, then received an error (didn't note it down, but did submit logs to keybase). Balance shown in the wallet did not show up, so I killed and restarted the app, and then no account was shown at all.

I tried to create a new one, and that generated the error above (and I did it one more time to confirm). Still no accounts shown in the GUI client, _however_ `keybase wallet list` in the CLI shows the original account (and the two other accounts also) which suggests they're still fine and it's something with the GUI going wrong.

The Android client just shows loading spinners forever when attempting to check my wallets there.

It appears that my friend that I transferred to is having the same problems. I got another friend to transfer me 1 XLM and it came through fine, but I'm unable to send back again via the android, desktop _or_ CLI clients. CLI client just gives me

```
▶ ERROR internal error
```

After attempting to send via CLI I've sent the logs using `keybase log send` and the log ID is 0cf611b2301b3657ea01b11c

Research direction

Start with the reported getWalletAccountsLocal error and the submitted log ID 0cf611b2301b3657ea01b11c. Compare the failing GUI, Android, and CLI wallet operations with the working keybase wallet list command; the issue is done when the cause of the wallet visibility and transfer failures is identified and the affected clients behave consistently.
