Keybase Windows installer won't reinstall the app

Description
On this laptop Keybase app (4.7.2.5) used to work very well, the laptop hasn't been used for a week and this morning Keybase app won't open - the symptom is that the app window appears to show up for ~100ms and then closes.
In an attempt to fix the issue I downloaded the latest keybase installer and ran it, but the installer ran into this warning and refuses to change anything:
It's just a minor inconvenience though. I managed to reinstall the app by uninstalling it at first, and afterwards the app opens just fine.
