Cannot find the command line after installing Keybase for Windows (keybase_setup_amd64.msi)

I installed keybase using the Windows msi from https://keybase.io/docs/the_app/install_windows

It installs and runs and there is an icon in the tray, but for the life of me I cannot figure out how to run the command line interface to create a GPG key.

How does one start the command line interface on Windows 10? I might be able to make a key using Debian for Windows, but then I'm not sure how to tell keybase to use it.

Start with the Windows installation guide linked in the report and verify how the installed Keybase CLI is exposed after keybase_setup_amd64.msi runs. Done means documenting a Windows 10 command-line launch path and, if relevant, how a GPG key created elsewhere is made available to Keybase.
