Research direction
Start by reproducing the Finder drag operation into /keybase/private/ and /keybase/public/, using the linked screencast and log id 89d93dbb2c0d802d9e725b1c for context. Done means Finder no longer reports that a newer version exists and the dragged file remains in the destination.
