macOS 10.14.6 fresh install & after restore fm Time Machine backup, Keybase 4.4.2 & 4.5.0 will not launch/reinstall `Keybase Install Error`

Hardware failure required restoration of macOS (10.14.6) system. After restoration, Keybase did not launch.

Deleting old Keybase.app and downloading newest install version does not clean things up.
`keybase log send` doesn't work -- there's no `keybase` binary or script.

Keybase install error complains about missing expected PIDs. Those PIDs are indeed not present.

Clicking ignore results in another go-around, with different expected PIDs indeed not present.

Have and can send logs (3 lines) and more info. Don't want to post those in a public issue tracker, though.
