Description

Just spent an hour explaining whats going on to a bunch of non-tech savvy users of keybase when they got this notif late at night. How was this even possible? Please, this must be nipped in the bud.

Edit: honestly, this is just as bad as robocalls, this is unacceptable.
Edit2: this should be by default disabled for all clients upon install and if there must be a notif regarding airdrops, let it be a one time notif asking if you would like to be prompted upon airdrops being sent to you worth fractions of fractions of pennies just to advertise.

Research direction

The issue names no files or tests; start by tracing notification behavior across the Keybase clients listed in the repository description: OS X, iOS, Android, and Electron. Confirm the scope of an opt-out for crypto-airdrop notifications and whether the requested default behavior applies to every client; done means the intended notifications can be disabled as described.
