I tried adding my iPhone XS, but got a provisioning error saying that "provisioning failed because this device went offline." My device did NOT go offline. So there are two bugs here. First, that there's some issue with provisioning, second that your error message is misleading.
Note that after googling this error, I followed one person's advice and reset my identity, but this did not help.
