Description
Let's say you're in directory ~/Pictures and you want to upload test.png in that directory. Current even if I'm in that directory, I have to put the full path in the upload command keybase chat upload <user> <full path to image>. It'd be convenient to simply keybase chat upload <user> <image> since I'm located in that directory.

Research direction
Start by tracing the keybase chat upload CLI entry point and how it handles the image argument. Reproduce the case from ~/Pictures with test.png, then verify that the command accepts a filename in the current directory while preserving existing full-path behavior.
