Keybase locks MacOS Secure Input

Keybase is locking MacOS's secure input when logged out due to keychain changes. It doesn't prompt for login, and took me a while to figure out it was Keybase locking it.

This was causing issues with Hyperswitch, since secure input blocks other applications from listening to hotkeys (cmd+tab in Hyperswitch's case).

Looks like there's an old open issue for the same problem here: #4647

Start by reading the related issue #4647 and the supplied log ID, then reproduce the logged-out behavior on macOS while checking Secure Input and keychain changes. Done means Keybase no longer leaves macOS Secure Input locked when the user is logged out, including the reported Hyperswitch hotkey case.
