Description
I cannot access my `/keybase` folder from my terminal, it gives me "permission denied". I tried uninstalling Keybase but it still isn't working. In "Security & Privacy" in System Preferences, I do not have a prompt to allow the Keybase developer when I try to enable Keybase in finder.

Research direction
Start with the macOS Finder enablement flow, the Security & Privacy settings, and terminal access to /keybase. Use the supplied log ID while reproducing the permission-denied behavior; done means identifying the cause and restoring access or documenting why Finder cannot be enabled.
