I recently used the Apple Migration Assistant to migrate all my user data to a new Mac. I have Keybase setup on the old Mac (this was in fact the original device used to create my Keybase account). The Migration Assistant essentially make a complete copy of all data in your user profile and copies it to the new Mac. I imagine this issue might also occur of you do a manual copy of the Keybase folder in your profile Library (but I have not confirmed that).
I was able to open Keybase and access all my data on the new Mac, however in the Devices list the Keybase app lists the current device as the old Mac. I was still logged into Keybase on the old Mac as well, and messages were being received on both devices. I was able to send messages as well.
I had to log out of and quit Keybase on my new Mac, renamed the Keybase folder in my Library folder, then open Keybase again to start as if it was a fresh install and properly add the device.
