On startup password fails the first time and works the second

When I first start up keybase and attempt to decrypt something it prompts for my password which I correctly supply and it fails prompting me for my password again. I enter the same exact password again and it works.

I checked the box to view my password as I typed it and verified it was correct and the same on both prompts.

Start by reproducing the first-startup decryption flow in the Keybase GUI using the reported version and compare it with a second password prompt. Trace the startup and password-handling path, then verify that a correct password succeeds on the first attempt and that the behavior is covered by an appropriate test.
