Description
On Mac 10.14.3 with keybase 3.0.0-20190205183613+6394d03e6c
I have recently stopped getting desktop notifications when the application window is open and in the background. It used to be that the notification were suppressed only when the application window was in the foreground, which makes sense, but now I'm missing tons of messages.
Around the same time this started happening, the helper stopped autoloading at startup and I have not been able to reinstate it (I actually liked that feature).
I tried to unset and reset all of the system and app preferences related to notification but nothing has resolved it yet. Any help appreciated. LMK if there's a setting file or log file that it would be helpful to provide.
thanks!

Research direction
Start by reproducing the missing desktop notifications on macOS 10.14.3 with the application window open in the background, and compare that behavior with the window in the foreground. Check the notification and helper startup logs or settings mentioned in the report; done means background messages notify reliably while foreground messages remain suppressed, with helper autoload behavior understood.
