Description
When I click on the menu bar icon, the popover window has a blue color at the bottom. I think this is a bug and it appears the items don't have a relative height in order to extend to the bottom.
However, if you note, the bottom color is slightly darker than the top one, the bottom color is #28488c and the top color is #3967e7. Perhaps the items overlay the entire popup window but they have transparency instead of an opaque color.

Research direction
Reproduce the menu bar popover issue on macOS 10.13.5 using Keybase 2.9.0-20181029210507+02197a56e8, comparing the screenshot and reported colors. Trace the popover's desktop UI entry point; done means the bottom no longer shows a mismatched blue area and the items extend consistently to the window edge.
