Line break after quote is not working

The screen shot below shows the following line break formulas:
- shift + enter
- shift + enter, shift + enter
- shift + enter, shift + enter, shift + enter

You'll notice in the screen shot that both the first and second formula yield the same single line break. I have to press shift + enter three times to get a double line break to show up between the quote and the next paragraph.

This appears to be a bug.

OS: Linux Mint 18.3
