macOS Sierra: waiting for external drives to spin up even though Finder integration is disabled

Description
When I refocus the Keybase chat window, the application waits for a few seconds for external drives to spin up. During this period of time, I can't interact with the application (pinwheel cursor).
This happens even after disabling/clearing the option to `Enable Keybase in Finder`. The drives in question are attached via USB.
