Description
I have the same video. One in a folder on my HDD, one in a folder on keybase share.
opening both of them in VLC produces errors which I have sent in the message of the log.
I sent logs right after viewing the video for a good 2-3 minutes and observing the behavior.
watch from direct HDD = 2bf5d9ffffc8fcb82330291c
This was stopping every 10-20 seconds for about 5 seconds per stop, then an error would occur in VLC terminal. (sent in comment)
watch from kbfsfuse dir = b6b5e24038dc42017cd4331c
This was stopping much more often. Every 3-4 seconds... The errors were changing every time, talking about jitter as well.
killing kbfsfuse process and then watching the same video from the HDD is 100 smooth. No stops. No errors.
I am running on a GPU of Nvidia GTX 1060 using proprietary drivers 396.51 on Linux Mint 18.3 Cinnamon.
Note: None of the other Linux PCs I tried this on had any problems. kbfsfuse wasn't causing problems with video playback of unrelated files.
Also, I recently uploaded 95 GB of photos and movies to a kbfs share... so that might have caused problems as it's a weird edge case-y sounding situation.
Let me know if you need more info.

Research direction
Review the issue comments and the referenced logs 2bf5d9ffffc8fcb82330291c and b6b5e24038dc42017cd4331c, then compare playback with kbfsfuse running and stopped on Linux Mint. No source file or test is named; the issue is complete when the unrelated HDD video no longer stalls or produces VLC errors while kbfsfuse is running.
