Research direction

Start by reproducing the dpkg installation of keybase_amd64.deb on Ubuntu 18.04 and inspect the reported /etc/opt/chrome/native-messaging-hosts/io.keybase.kbnm.json.dpkg-new path. Compare the failing machine with the Ubuntu machine where installation succeeds. Done means the package installs successfully without the native-messaging error.
