A bug, maybe?

I've downloaded the Windows Keybase application and have successfully logged in. Following people is easy enough to do, and worked the same everywhere, except for the friend who introduced me to Keybase.io. The search function suggests I follow Pinwheel and when I click on his entry, it does say that we follow one another, but I also see a red banner along the top and an Accept is next to Unfollow. I'm really not sure what the difference is. All I know is that this one account/entry in my Keybase 'friends' list acts differently that all the others. I've attached a screenshot of what it looks like to me.

No source file or test is identified. Start by reproducing the differing follow state in the Windows Keybase GUI using version 1.0.47 and compare it with the attached screenshot. Done means identifying why Pinwheel shows the red banner and Accept control and verifying that the account behaves consistently with other followed users.
