No visual or audio notification of new chat message for windows 10

Since my team have installed Keybase in our windows 10 environment, we have not been notified of any new chats either via PM or via our Group chat. As a result out team has to manually check the app for new chats, which is inefficient.

Mobile notifications and sounds were perfectly, but for the Desktop Windows 10 version there is no notification at all for new chats. There is also no option within the desktop application to change the settings to enable audio or visual notifications for new chats, the only notification options relate to email

No file or test is named. Reproduce the issue in the Windows 10 desktop client for both PM and group chat messages, then trace the desktop notification and chat-settings entry points. Done means new messages produce visual and audio notifications, with desktop options to control them.
