Uploading and sending a file has unexpected results

When I upload and send a file using the CLI, the recipient sees the file, but the sender does not.

Steps to reproduce:
Run ```keybase chat upload SENDER_NAME,RECIPIENT_NAME /path/to/file.jpg```

Start by reproducing the behavior with `keybase chat upload SENDER_NAME,RECIPIENT_NAME /path/to/file.jpg` and trace the CLI's upload-and-send path. Done means the uploaded file is visible to both the sender and recipient, with the reproduction steps no longer showing different results.
