Incomplete Development Guidelines

Could the development guidelines please be a little more detailed? The last note 'Then proceed as normal.' is misguiding since there are a number of global packages and most likely particular node and npm versions required. This stuff would be irrelevant if there was a Docker container, but I can't seem to find anything recent or that works for the client repo. docker-compose seems to be only for authorized developers?

Start by locating the development guidelines and the client repository's available Docker or docker-compose setup. Document the required global packages and Node/npm versions, and clarify whether the container setup is available to contributors; done means a newcomer can follow the guidelines without the current ambiguity.
