Reconnecting devices

What I want to do is simple and reasonable. I haven't really used keybase for awhile but I have all of my information. Unfortunately, it won't let me reconnect the devices, one of which is the same (my MacBook Pro but with the most recent iOS), and a new iPhone 8 Plus. I have a fairly strict naming scheme I adopted around 2001. I don't want to rename these devices and apparently revoking a device causes you to never be able to use the device name again. I don't want device-name01 or device-name2018 or whatever; will this have to happen again and again when I do a clean install or get a replacement device (such as me yearly upgrading my iPhone and giving it the same name? With all of my login info (I can access the website just fine), including the paper key, how is it not possible to say, 'Hey, here are my keys, reconnect this physical device to its previous name'?

No files, tests, or entry points are named. First clarify the expected device-reconnection behavior, including whether a replacement or clean-install device should retain a revoked device name and how the existing keys and paper key are involved. Done would require an agreed behavior and a reproducible validation path.
