Chat dialog text formatting error

This might also be related to #8642 and #8747.

When typing chat messages and hitting the **ENTER/RETURN** key, the typical -_and expected_- behavior is the creation of a new paragraph (_sent message_), and if you roll your mouse over said paragraph (_or any paragraph_), the expected behavior is that it is framed-up with lined border.

Sometimes (_often_) the **last** word(s) of a paragraph (_sent message_) end up getting nested atop the **first** word(s) of the subsequent paragraph (_sent message_).

Below is what the problem looks like;

The following two images show the moused-over state with the framed border, denoting one paragraph from the other. As seen, the word **development** has overflowed from the previous paragraph onto the subsequent paragraph;

No file, test, or entry point is identified. Reproduce the overlap in the macOS Keybase chat dialog using the reported version, then compare the behavior with related issues #8642 and #8747. Done means each sent paragraph keeps its own words and the hover border frames the correct paragraph.
