"You have accessed a public folder" constantly popping up

Description
I have the Keybase for Linux app and I will get a random popup from the app telling me I have accessed a public folder belonging to some user. This happens several times a day, even when the app is seemingly closed. The user is always the same person, I don't know who he is nor do I know why I would have accessed his public folder. I don't follow him nor have we chatted.
His public folder, btw, is empty.
Seems kind of sketchy?
