Description
Hi,
after a registered device was lost I'm trying to provision a new device (client installed on MacOS). At this point all I have is the paper key from when I signed up 2 years ago.
I attempted several times to enter the paper key and it's possible that there was a copy-paste mistake in there, because the client refused to accept the paper key.
Now I'm getting the error message:
`Unknown error: ERROR CODE 218 - Prompt attempts exhausted. in method keybase.1.login.login`
I can still login successfully in the web application, but I'm cut off from using the desktop client or adding any other device. Is there anything that needs to be reset to give me new attempts?
Thanks!

Research direction
Start with the macOS provisioning flow and the keybase.1.login.login entry point described in the report. Trace how ERROR CODE 218 is produced after paper-key attempts are exhausted, then verify that the affected account can provision a new device without weakening the attempt limit.
