Link email with anothe username after account deletion

Description
As I understand from multiple issues, It's not possible to change username. If I delete current account username_1, Can I use the associated email address email_1 in creating username_2 or link that email to username_2 ?
Chose wrong username to associate with primary email address. Couldn't find any relevant issue reports.
