Error when adding a team member

I have a team member that had been part of the team. After restarting his computer the team was empty and he had to request access again. Additionally, when adding the team member back I get the following error:

keybase team add-member --user user_name --role writer team_name
▶ ERROR team key box is keyed for someone it shouldn't be (code 2662)

This error occurs from the command line (as above), from the desktop app, and from the Android app.
