Description

regzbot does not annoy people with mails -- but that needs to happen carefully, as it needs to become more a bot that works without Thorsten (among others because nagging mails from bots don't hit nerves so badly as a human that is asking for a status update)

Research direction

Start by reading docs/reference.md and the existing regzbot behavior to identify where status updates and bot actions are defined. The issue names no implementation file or test; done would require a carefully designed email-notification workflow that reduces reliance on Thorsten.
