Dynamic Scheduling

This is about advanced ways of scheduling KernelCI jobs. While some basic requirements can already be defined, there are lots of aspects which could be taken into account as well as per this discussion: https://github.com/kernelci/kernelci-project/discussions/248

Start with the requirements and open questions in KernelCI discussion #248, then inspect the scheduling-related entry points in the API repository. This issue does not name files or tests; completion would require an agreed scope for advanced job scheduling before implementation can be assessed.
