Description
The follow file on KCIDB-NG should be fetched and loaded to act as the filter information in the new ingester to allow/disallow what origins can submit. An origin can't send any data if they don't have an entry in this file.

Research direction
Start by locating the new ingester entry point in the dashboard and reviewing kcidb-ng's data/origins.yml. Trace how origin submissions are currently accepted, then verify that the fetched registry permits listed origins and rejects origins absent from the file.
