USB comes up half-baked during boot, causing Windows to wail

Description

While the raspi boots, Windows complains that "The last USB device you connected to this computer malfunctioned, and Windows does not recognize it." Once finished booting, the RNDIS adapter is functional and ready for use, but it would be nice to get rid of this "malfunction". My guess is that one of the kernel overlays needed for USB gadget support (dwc2 or libcomposite) is being loaded too soon, but who knows.
