Decimal separator and other locale format settings

Using files other than US format (dates, decimal separator, etc) doesn´t work. This is not only unpractical but also rude to *the rest of the world*

Being that a localization was implemented, but only translates the controls, it could be great if it could also implement the usual Locale format (es-AR, en-US, etc)

At least the decimal separator and date parser should be minimal options.
