403 Forbidden Error when downloading `openfst`, `make` building in `./tools`

Trying to _build_ **Kaldi** from source on a Debian devcontainer, however I keep getting this error...

I suspect that the resource that is trying to be downloaded is not available anymore as when I tried just downloading manually _(using `wget`)_, I got a `403 Forbidden` Error. _(Downloading's via a browser works fine though)_

Update: I also got a cloudflare "firewall" a bit ago so cloudflare may be the issue

Read tools/Makefile around line 92 and extras/check_dependencies.sh, then run make in tools to reproduce the download and Python-link errors. Trace the openfst download paths and confirm that the build proceeds without the reported 403 and 404 failures.
