K8SStarter优化 - 删除pre_allocate_enabled相关逻辑。这个字段没必要，已经用scheduler来控制了。目前它的用途是用来控制在当前线程或者不同线程运行后续代码。但当前线程直接运行是有非常不稳定的，将来是要改为异步+查询这种多线程更健壮的方式的。到时这个字段自然失去意义
