Badge popover before successful communication w/ badge server is confusing

If the user clicks on the badge icon before successful contact with the badge server has been made (and thus information about available/earned badges retrieved), the popover looks like this:

This is kind of confusing. We might want to either simply not display the badge icon until successful contact has been made, thus preventing the popover from displaying at all before contact, or we could change the popover content to say something like "Please wait, communicating with badge server..." in its popover area while the communication is going on.

Also, if the communication with the badge server fails entirely, we may want to display some kind of error information, or at least let the user know that they can't do stuff with badges for the moment.
